I T I Es s i\ F E Director's Message Fall 2005 I feel honoured to be asked to assist our service in its training and education to provincial and international standards and requirements. There is much that we do here at the Justice Institute Fire & Safety Division that you are aware of when we deliver courses throughout the many regions of our beautiful, large province (larger than the states of California, Oregon and Washington combined). Practitioners are used as Instructors who are current in their expertise. It takes effort, coordination and dedication of all involved for example to put on training weekends, distance delivered on site courses, and on campus courses. Effort from the student taking part, to the local authority sponsoring the weekend, to the Instructors taking the equipment, to the unsung heroes back in the office coordinating all of the supplies, invoices, student records and facilities. Truly to make things like training weekends work, it is a joint effort of all and for that I would like to give a tip of the hat, yes I still have a Chiefs hat or two hanging around, to all involved. You are making our Industries and the BC Fire Service better and our communities safer. Thanks everybody! Now I would like to provide a few highlights of some of the happenings that have occurred in the Fire & Safety Division. •We are listening to you! We have been implementing a process where your input assists us to improve the training and education we provide. Where some industries might call this Constant Quality Improvement (CQI), to us it just makes sense that we want to constantly make and do things better for you our students and customers. •We are listening to you! As a pilot project we are partnering with three fire department/areas (two lower mainland and one north-western BC) to bring local trainers up to a standard that will allow them to teach Fire & Safety Division courses in their local area/department, Students will register as Justice Institute students and be required to complete the appropriate evaluations in order to receive their certificate. •We are listening to you! We have entered into a formalized partnership agreement with the British Columbia Fire Training Officers Association to ensure the evaluator program works within all areas of the province, thus allowing a means where local firefighters may obtain their Firefighter Level 1 and 2 IFSAC Certification. •We are listening to you! At various meetings and conferences I have personally heard your concerns as to the exceedingly long delays that exam results take to get back to the home department and student after being sent to us for marking. We now record each exam into the computer system when we receive it and when we send it back. This turn around time information is printed in a monthly management report which we will shortly be publishing on our web page. We are responsible to you for our turn a round time, for your exam marking and entering into student records. We want you to know how we do. Thanks to Shirley Anderson and Cres Reyes, the tum a round time for this process has been reduced to less than 5 days! •We are listening to you! Many of you have requested that we take a look at the experience, training, and course work that you have undertaken elsewhere in order that you might obtain advanced credits for a course of studies that you want to complete with us. This system called Prior Learning Assessment Review at one time had a waiting list of over six months, currently thanks to Elisabeth du Plessis, there is no backlog. If you want to learn and study with us, we will assist you by looking at what you have done to date from all sources, not just from us and give advanced credits where applicable. continued on page 2 IFSAC Accreditation We are pleased to report that, following the re-accred1tat1on site visit by the International Fire Service Accreditation Congress (IFSAC) Accreditation Team this spring, the Fire & Safety Division of the JI BC received accreditation for 23 levels including two new levels (Rescue Technician - Vehicle and Rescue Technician - Confined Space). This is double the number of levels originally accredited in 1993. The IFSAC Board of Governors approved accreditation of these levels at the annual meeting in Indianapolis in April. The site visit took place this spring and comprised three external team members. The project included the construction of classroom facilities to replace six aging portables, a new shower/change room, an equipment maintenance room for self contained breathing apparatus (SCBA), a water bunker for fire hose training, and completion of a warehouse training prop. According to Minister Bond, the official opening of the enhanced facility marks another milestone in the efforts of the Ministry to "increase access to universities, colleges, trades and career training throughout the province. Making it possible for all students to get-their education closer to home." TheJIBC's Maple Ridge campus serves a variety of clients, from career and volunteer fire departments, to tug boat and cruise ship operators, as well as the petro-chernical, forest and transportation industries. Training at the campus is mainly simulation based using a variety of props including a burn building, rail tank cars in a derailment setting, a ship mockup, tower crane, Industrial Props, and a number of fire extinguisher pads. jack McGee, JIBC President, acknowledged the support and contribution of the Minister and her staff, the Mayor and Council of the District of Maple Ridge, Teck Cominco and the "many other parmers who have contributed to making the facility a reality; thus ensuring that the justice Institute can deliver on its mission to deliver innovative education and training for those who make our communities safe." Rory has been a fire fighter since 1974 and held the position of Depuly Chief of Esquimalt Fire Rescue from 19 90 - 2002 . and was the Fire Chief from 2003 to present. One way that we do this is through Regional Training Weekends. In 2005 we scheduled five training weekends throughout BC. There are two occurring this fall: TerracefThornhill .... . .. . . . .. .. . .. September 9-11, 2005 Okanagan ........... .. . ...... . .. September 30-0ctober 2, 2005 Each location has a unique mix of courses based on local area input. We are currently looking for Fire Departments who would be interested in hosting a training weekend in 2006. The team spent time at both the New Westminster campus and the Maple Ridge campus where they reviewed each level in deta1l, observed a written exam and a practical evaluation, and interviewed students and instructors. The team was extremely impressed by the facilities, programs, the level of instruction and the administrative staff observed during the visit. The Director of the Fire & Safety Division, Glen Maddess, probably put it best: "To say we are pleased with the outcome of the IFSAC site visit would be an understatement. Accreditation visits are always fraught with angst but with the team in place, which was all of our Division members, we truly heard nothing but positive reinforcement and feedback from the accreditation team. There was not one instance of "you possibly should look at this" or ''you might want to review your procedures" in a particular area. Instead we heard "your pre visit manual is a model for others", "you have one of the top three Fire Inspector programs in North America", ''your Fire Training site is outstanding and we would hke to copy it" to finally and most importantly "your staff is truly enthusiastic about what they are doing". Geoff Burston (gburston@jibc.bc.ca) / EVi\LUi-\TCJR NE\VS The Fire & Safety Division met with BCFTOA zone reps in the spring of this year to discuss the new NFPA 1001 Evaluator Program. As a result of that meeting the following conclusi~ns and amendments were reached: It was agreed that the minimum requirements to become a Fire Department Evaluator would be: • Fire Service Instructor I (FSl-1) for Fire Department Evaluators • Fire Service Instructor 2 (FSl-2) for Regional Evaluators. There was discussion regarding the existing Live Fire Evaluator positions and their future in the new system. It was decided that the process will remain largely the same with the exception that Live Fire Evaluators will need to take the Evaluator Certification Workshop as all other evaluators do. All other procedures will stay as is including; • existing "approved facilities" • approval of new facilities, and •the responsibility of each facility to approve the people that work at their site. In summery; the most significant change is the inclusion of the Evaluator Certification Workshop for everyone, and the existing Live Fire Evaluators becoming either Fire Department or Regional Evaluators. Dave Plenert: Fire Service Leadership Diploma Program Graduate Justice Institute of BC Courses of Interest Emergency Responders often look to the Fire & Safety Division to meet all their training needs. Although we have a tremendous range of Along with 5 other students, Dave Plenert joined the ranks ofthe students who have now completed the Fire Service Leadership Diploma Program. In 2004 Rob Clausen was the first graduate of the program, and at the Graduation Ceremony on May 25, 2005 he was joined by Randy Morton, David Palmer, Dave Plenert, Rick Renwick and Chris Vrabel as graduates of the Fire Service Leadership Diploma. For Dave Plenert this achievement culminated after 4 years of study. In 2001 he completed the classroom version of the Fire Officer I program, and was inspired (much to his surprise) to continue with his education. For the next 4 years he took two courses each semester (three semesters per year) through Distance Education. While the majority of other students in the Fire Officer program have received credit for courses taken at other post secondary institutions, Dave Plenert took each and every required course as a student at the Justice Institute of British Columbia. Dave views education as a requirement within today's Fire Service. "Fire Chiefs require more education. Yet education alone doesn't make people a good fit with the Fire Service. We've hired university graduates (who don't have a fire background) and that wasn't a good fit. ... It's not that we need to hire different people, it's that we need to educate the people we have in different ways." Dave feels that a combination of education and practical experience works for the fire service. "These people make good managers because they're pragmatic, they know how to use educational insights within a practical format." As a trade oriented individual (with experience as a carpenter, truck mechanic and house builder) Dave has a practical bent. Educational experiences however complemented his practical skills. He feels that education developed valuable analytical skills, the ability of "knowing how to learn," and the essential skill of knowing how and where to obtain needed information. Stability is a valued trait for Dave. He celebrated 25 years with the fire service in June, and last year he celebrated his 26th wedding anniversary. Dave and his wife Ruth have 4 children ranging in age from 14 to 22. He enjoys fishing, camping and motorcycling; although in the last four years, with educational commitments and side jobs, there has been less time for the hobbies. courses, some of your needs fall outside our area of expertise. FIRST RESPONDER TRAINING FOR FIRE AND POLICE The First Responder (FR) Program is designed for members of police and fire departments and other organizations with a dispatch agreement with the British Columbia Ambulance Service (BCAS). The program provides participants with the skills and knowledge to perform patient care to the public prior to the arrival of the ambulance. The First Responder Provider Program consists of three separate levels providing rigorous training focused on: • basic patient assessment and life support related to airway, • breathing and bleeding control; and • oxygen therapy and airway management, splinting and bandaging. The Health Emergency Act recognizes the First Responder, referring to the Provider as an Emergency Medical Assistant First Responder Level I, II or Ill. This training is also available on a contract basis. The delegates came from diverse occupational, religious and ethnic backgrounds. They included businessmen, community developers and organizers, economists, engineers, history scholars, investment managers, IT professionals, management consultants, psychologists, and realtors. Canada in this 21-member delegation. At many places during this visit he introduced and highlighted the kind of innovative education and training the justice Institute of BC provides to the people who make communities safer - locally and internationally. Peace in South Asia is an important subject, which the people of Indian and Pakistani origin Captain Muhammad Mahtab and Sonia Gandhi Many were involved in non-government advocacy, peace & harmony and relief & welfare organizations, some in executive capacity. Captain Muhammad Mahtab, Chief Marine Instructor & Coordinator at the JIBC Maple Ridge Campus, was the only representative of have an obligation to be deeply concerned about. The benefits of peace and cooperation between India and Pakistan will help to bring about a great improvement in the lives of the people of the region, whereas the risks of confrontation between the two nuclear neighbours are immense not only for that particular region but also for the entire world community at large. The members of this delegation, on behalf of the people of Indian and Pakistani origin living in the West, took this responsibility seriously. The purpose of this joint mission was to encourage the two nations to find peaceful solutions to their long-standing problems and to help create friendship and goodwill between the people living on both sides of the border. The delegation purposely abstained from offering a political formula, or an action plan for the resolution of problems that have plagued ./ India-Pakistan relationships for the last 57 years. Instead, they encouraged the peoples and governments to live like friends and good neighbours, while they work together to find peaceful and just resolution of these issues. While meeting with top government officials as well as the grass root people of both countries, the delegation was able to register the need and cry for the peace and made an immediate, positive, impartial and long lasting impression and impact. During this 2-week trip the delegation had hectic schedule and visited many cities and towns in India and Pakistan. It also visited the city ofTorkhum at the Pak-Afghanistan border. The delegation was overwhelmingly welcomed and responded on both sides of the border wherever it went. Many of the graduating students were able to attend the Graduation Ceremony in person and to receive their ce rtificate or diploma from their own fire chief, the President of the Justice Institute and the Director of the Fire & Safety Division. It was a wonderfully, positive ceremony and provided lots of opportunity for students to renew acquaintances and meet J1· staff and other students of the programs. Last year's ceremony saw the very first graduate of the Fire Service Leadersh ip Diploma Program (Rob Clausen, Township of La ngley). Th is year, five other students joined Rob as graduates of the program. We were pleased to celebrate the achievements of Dave Plenert (Delta), Rick Renwick (Richmond). Dave Palmer (Township of Langley) and Chris Vrabel (Campbell River) . We were especially pleased receive Randy Morton as a graduate representing the Canadian Forces. Dave Plenert, representing the Diploma graduates , gave an excellent address to the audience. In his presentation, he stressed the need for the development of sound management and leadership skills for the fire service - and the differences between them . Dave also stressed the vital role of trar 111ng 111 the development of ma nagement and leaders hip abilities. We are already planning the 2006 Graduatio11 Ceremony. Formerly the Buy A Book Campaign, this initiative is now called Give the Gift of Knowledge. "This Library is a valuable resource to all fire fighters in BC," says Bob Cannon, treasurer of the BCFTOA. "We hope that other organizations will follow our lead and join us in supporting the library campaign." The BCFTOA has donated $1,000 annually since 2001. The Give the Gift of Knowledge Campaign, sponsored by the JIBC Foundation, raises funds to purchase new books, journals, videos, CDs, and DVDs for theJIBC Library, which serves fire fighters throughout B.C., as well as other justice, public safety and human services professionals in our province. Bachelor of Fire & Safety Studies Degree Update The Justice Institute is pursuing approval for a Bache~ of Fire & Safety Studies Degree Program. This is the first such program of its type, for the Justice Institute, and also in Canada. Much groundbreaking work has been undertaken, requiring the dedication and effort of many members of the fire service and fire associations in British Columbia, together with advice from international experts in the field of fire protection, public administration and academic institutions. The degree development process began with a major market research study in 2003 and approval was given to proceed by the BC Ministry of Advanced Education in November 2004. Input has been received from numerous advisory committees, such as the Degree Advisory Committee, the Fire & Safety Division Advisory Committee and the External Review Committee. The full proposal for the Degree received approval by the Justice lnstitute's Board of Governors on May 24, 2005. The final step in the approval process is acceptance by the Degree Quality Assessment Board. Additionally, the proposal is posted on the Ministry of Advanced Education's website to allow other post-secondary institutions to comment. Implementation is scheduled for September 2006, with the British Columbia Fire Commissioner as its fl rst registrant. Some significant features of the Degree include: • Recognition of credits for previous training and education taken through, or recognized by, the Justice Institute. This includes recognition of credits acquired for the Fire Officer and Fire Service Leadership Diploma Programs. Articulation with other post-secondary institutions will also form part of the process. • Distance education format for the majority of courses, which provides convenient access to the program on a part-time basis. While the Degree was originally conceived for British Columbia, interest from across Canada has been phenomenal, with a high level of interest coming from such organizations as the college system in Ontario (for example Seneca College in Toronto and Fleming College in Peterborough), the Ontario Fire Marshal's Office, and the Canadian Forces Fire Marshal's office in Ottawa and so on. • An agreement of cooperation with other highly credible institutions such as the University of Victoria's School of Public Administration (a partnership of six courses in the third and fourth year of the Degree) and BCIT, which is providing a Liberal Studies component. While the justice lnstitute's goal is to provide maximum opportunities for members of the fire service in British Columbia to advance their education at higher levels, we also recognize the on-going need for practical, hands-on training that is a vital part of a fire department's business. The objective is to provide an integrated, progressive program that recognizes the achievements of fire service members as they progress through their career, and to support fire departments in their efforts to develop and maintain staff capability. Geoff Burston (gburston@jibc.bc.ca) STAFF LIST TRIAL OF NEW SECURE ONLINE NFPA 1001 EXAM At the request of Fire Departments around the province, the Fire &: Safety Division is currently piloting a new online format of completing written exams for the NFPA 1001 program. This format will compliment the other exam formats that currently exist. ALL other current exam methods WILL continue to be offered. This new format gives you more choices in how to complete the exam. The online system will allow the student and proctor to login to the JIBC website, write the exam online in a secure fashion, and then receive instant results and feedback. Comox Fire Department is currently testing this new format and there should be a full report soon. It is hoped that the process will be provided as an option for all users in the near future.
