Every day, individuals who have received education and training from JIBC make a difference in their community. Our programs contribute to the entire spectrum of careers in public and community safety from prevention to response to recovery. We train the specialists who educate the public on emergency preparedness in the event of natural disasters, and share best practices in limiting the impact of accidents. When a critical incident does occur, a crime has been committed or a conflict needs resolving, public safety professionals educated by us are at the front lines of emergency response. For more than two decades, we have prepared international learners for today’s complex challenges, including the growing sophistication of crime and scale of natural and humancaused disasters. JIBC is an award-winning pioneer in the use of realistic simulations for education and training that leads and advances the effectiveness and efficiency of community services. Our programs are accredited by national and international bodies. No other post-secondary institution in Canada offers the range of programming, courses and customized training in public safety. In addition to providing leading-edge training programs for essential community services including police, fire, paramedicine, and driver safety, JIBC is an award-winning pioneer in the use of realistic simulations for education and training that advance and improve the effectiveness and efficiency of community services around the world. 5 l JIBC.CA/INTERNATIONAL Each member of our extensive faculty of instructors has decades of experience as active professionals in their respective fields. Coming from various backgrounds, our expert trainers are public safety specialists who are culturally respectful and focus on collaborative, inter-disciplinary training. Our growing success in providing worldclass public safety education and training is based on applying the latest research and technology in our courses, based on our collaborative approach with partner governments, public safety organizations and professional associations. Educational excellence and student success are the foundation of our training, education and applied research that contribute to creating stronger, safer communities all over the world. WORLD-CLASS INSTRUCTORS JIBC IS HOME BASE FOR MANY OF THE MOST-EXPERIENCED INSTRUCTORS IN PUBLIC SAFETY. THEY ARE ON THE FRONTLINES OF THEIR PROFESSION, TEACHING REALWORLD SCENARIOS AND TAKING A HANDS-ON APPROACH TO HELPING STUDENTS. AARON JUNGLAS: BUILDING CONFIDENCE AND COMPETENCE IN POLICE OFFICERS Experience, patience and flexibility are just some of the valuable qualities that make Aaron a great instructor at JIBC. Aaron is adept at providing the knowledge and skills needed by his students, whether he’s teaching at British Columbia’s Police Academy, in the Law Enforcement Studies Diploma program at JIBC or training police officers from the Middle East or China. “Aaron’s strengths as an instructor are his listening and communication skills and his ability to focus on the unique needs of learners,” said Kevin Sanford, Program Director Office of International Affairs at JIBC. “He reflects the type of faculty ideally suited to provide training to international client groups, possessing the social and cultural competencies to ensure that the knowledge and information taught is clear and understood.” A Sergeant with the New Westminster Police Department with nearly 30 years of experience in policing, Aaron has a wealth of experience and training. In addition to serving in a regional emergency response unit, he was a team leader for a multiagency tactical team, and was involved in undercover drug enforcement and special operations against organized crime. As an instructor overseas, he has taught tactical surveillance, criminal intelligence and drug investigation techniques. One of his first goals in a class is to understand the specific needs of the police officers he’s about to teach. “I do a little exploring to find out what they really need. It involves a lot of questions. And I’m formulating ideas as we go about different training scenarios. That way, students get what they need as opposed to a rigid product. I try to be flexible and customize it within reason,” he said. “And I do a lot of principle-based instruction, which I find appeals to them, because they understand the principles and can use them in their working environment.” To ensure that nothing he teaches gets lost in translation, he follows the EDIP method of instruction. “Explanation, Demonstration, Imitation and Practice. I use it all the time. Instead of getting students to see something once and moving on, I like to see them practice the skills they’ve learned,” he said. “My goal is always to help them gain confidence and competence. When they are done, whether I’m with them for a day, five days or a few weeks, at the end of that time, I want them to have more confidence in their abilities. The more confidence they have, their competence goes way up. That’s what I really like to see when I teach a course. I find that very rewarding.” JIBC.CA/INTERNATIONAL l 6 DAVE HETYEI: INSTILLING LIFE-LONG LEARNING IN PARAMEDICS TOM LEWIS: GOING THE DISTANCE IN EMERGENCY MANAGEMENT TRAINING David is passionate about teaching the next generation of paramedics. An Advanced Care Paramedic (ACP) with the BC Ambulance Service, David doesn’t just teach the protocols and latest best practices in paramedicine. He aims to inspire paramedics to constantly learn and improve. Tom’s energy is undeniable. His enthusiasm, intensity, and passion for excellence have made him an internationally respected mentor in the field of Emergency Management. In 2013, he was recognized as JIBC’s Instructor of the Year. Tom retired in 2006 as Surrey’s Deputy Fire Chief and City Emergency Coordinator. But his retirement didn’t last long. Less than 100 hours after leaving Surrey’s fire department, he co-facilitated his first course at JIBC. “One of the things we’ve noticed is that success as a paramedic and as an instructor is all about self-reflection. It’s about recognizing an error, understanding the reasons for a mistake, and devising a strategy to learn from it,” he said. “Ultimately, I want to empower them to problem-solve for themselves, to find the best solution for them. That’s the best way for them to learn.” “David has an ability to create a learning environment that encourages learners to seek answers and understand the content they’re learning,” said Kevin Sanford, Program Director, Office of International Affairs at JIBC. “Like many JIBC instructors for our international clients, he possesses the social and cultural competencies required to effectively teach abroad.” A paramedic since 1997, David has been a JIBC instructor since 2005. Over the past few years, he has been an instructor and evaluator supporting new instructors in Hong Kong Fire Services Department’s Ambulance Command. He has also been an instructor in Singapore helping new paramedics get prepared for their field practicum by developing their clinical decision-making judgment. Whether he’s helping new instructors or teaching paramedic students, he aims to make a lasting difference. For example, when he’s teaching instructors in Hong Kong, he’s trying to help them recognize the teachable moment for students in a simulation. “That’s one of the most important parts of the job for an instructor, to see the moment of learning for a student, the moment the light bulb turns on.” In Singapore, he’s helping students deal with real situations that don’t necessarily fit the paramedic protocols they’ve learned. David was also involved in the development of the Singapore training program, and each year, he helps to further customize the courses to benefit the next wave of students. “Every year, we look at it and see what we can do differently to make the students’ lives easier or help them be better prepared,” he said. “Also, the best practices in medicine are constantly changing. Part of my job is to say, ‘Consider this.’ I love it and I just try to be better at it every year.” 7 l JIBC.CA/INTERNATIONAL Since then, he has facilitated emergency management courses in B.C., across Canada and around the world. He’s taught everyone from oil executives and First Nations leaders, to key stakeholders preparing for the Vancouver 2010 Winter Olympic and Paralympic Games, and the G8/G20 summits in Ontario. Jerome Rodriguez, Program Manager of Incident Command and Emergency Training at JIBC said, “What sets Tom apart is how incredibly prepared he is for every course he teaches. Saudi Arabia was a prime example. It’s a 30-hour trip just to get there. He travelled with Captain Gavin Summers of the Burnaby Fire Department to facilitate a workshop on Command Tactics at Major Fires. Upon arrival, in spite of the jetlag, he met with conference organizers to confirm that the content was appropriate. After that meeting, given that the planning had been done from afar, he set about making tweaks to better address the participants’ needs. He worked into the wee hours of the morning and was up early the next day to facilitate the workshop.” Summers credits Tom for his ability to back up verbal explanations with visuals and exercises that make it easier for students from different backgrounds and cultures understand the principles of Incident Command at major incidents. Rodriguez says Tom’s emergency response experience at both the strategic and tactical levels allows him to establish the relevant context for the audience, select applicable case studies and examples, and then customize the course. “He possesses an innate ability to bring the training to life,” said Rodriguez. He recalls the preparation before teaching an Incident Command course at a large university in central Canada. When he arrived, he walked the campus noting safety hazards. When the participants sat down, he started showing photos of the hazards until the students realized it was their environment that they were critiquing thereby making the subject matter even more relevant. “I ask myself what I would personally want to know, to take away from a course and that’s how I develop my delivery,” said Lewis. “Application of knowledge is the most important thing.” OUR INTERNATIONAL EXPERIENCE 20 11 23 21 27 26 24 25 JIBC continues to expand its international contract training services. Alex Wong, Senior Ambulance Officer for the Hong Kong Fire Services Department, said it was vital to find a provider with instructors that had the right attitude, skills, knowledge, experience and expertise. Instructors had to be enthusiastic and focused on providing training that would inspire students to learn proactively. “Unlike other industries, public safety involves a lot of human interaction, and work experience is a must,” he said. “As such, we expected the trainer to use plenty of field experience examples to demonstrate the theories, not simply copy and paste book knowledge into students’ minds.” Hong Kong’s Ambulance Command found their training partner in JIBC. Since 1993, JIBC has been providing training and certification for Hong Kong’s paramedics and instructors within the city’s Ambulance Command. “As a training institute at the provincial level in North America, JIBC had gained its reputation, not just in its own country, but also in the Asia Pacific region,” said Wong. 11 l JIBC.CA/INTERNATIONAL “The Hospital Authority and some other emergency training agencies in Hong Kong had also invited JIBC to provide training years ago. This had attracted us to start the joint venture with JIBC.” Every year, instructors from JIBC go to Hong Kong to train local paramedics and instructors in Ambulance Command. They also provide certification for the training done by Hong Kong’s instructors. “This training mechanism keeps snowballing and currently we have 54 EMA II instructors and more than a thousand EMA II providers,” said Wong. From a service that initially focused on providing patient transportation to a hospital for emergency care, Hong Kong’s Ambulance Command now provides immediate treatment and performs a wide range of protocols that reflect the most common paramedic calls. “With the expertise from two locally-employed medical directors of the Department, coupled with the training expertise and experience from JIBC, the Department is able to continue training and the provision of high-quality paramedic ambulance service to the city of 7 million people,” said Wong.
